The future of snus in Europe

The European Commission is currently conducting a comprehensive evaluation of the EU legislative framework on tobacco control, the so-called Tobacco Products Directive (TPD).

The existing directive covers traditional cigarettes and novel tobacco products such as e-cigarettes and heated tobacco and has imposed severe restrictions.

Regarding Sweden’s snus, a moist oral tobacco product with roots dating back to the 18th century, the directive explicitly bans its circulation in the EU market.

However, snus advocates insist that the product should have a place in the EU legislation.

This report explores the case of snus in the EU landscape.
