The resolution, adopted by the OSCE parliamentary assembly and expected to be published on Wednesday, warns of the growing use of international criminal police notices as a “key tool used by perpetrators of transnational repression”.

The OSCE is “alarmed” that Interpol’s Purple Notices and its newer Silver Notices can be used without giving targeted individuals a clear way to appeal or request a review.

Interpol tightened its scrutiny of Russian requests following its full-scale invasion of Ukraine, but concerns remain particularly around the Silver Notice, an international intelligence alert that allows member countries to track, identify, and recover assets linked to illicit activities.

To tackle the weaponisation of Interpol, Kozlovska, who has been targeted by Russia, advocates for “publishing statistics by issuing state and, above all, notifying the people concerned.”

Russian intimidation attempts via Interpol are also increasingly targeting officials in the EU, Italian lawmaker Mauro Del Barba, who chaired the resolution, said.

An International Criminal Court judge had told him that he only learned through third parties that Russia had likely issued an Interpol notice against him.

Since then, the judge has had to be cautious when planning his travel because he does not know how the authorities in a given country might respond.
