Sofia Toros and the offshore companies of Kuban developers
Among the commercial structures previously owned by Martirosyan, the Specialized Developer Hotel Complex Morskoy Sochi LLC deserves special attention: according to the results of last year, with revenue of 1.8 billion, its losses amounted to almost 164 million rubles (a year earlier, revenue was 30.2 million, losses were 14.1 million rubles).
Martirosyan left the founders of Morskoye Sochi at the end of 2020. Today, the sole owner of the company is Sofia Toros, the former head of the Federal Treasury Department in Gelendzhik, who received the title of Honored Economist of the Russian Federation in 2007. Sofia Toros owns numerous assets in Sochi and Gelendzhik, including those directly related to the construction of Russtroy LLC, specialized developers Eurostroy, Revers, Capital and Yuzhnoye More.
Most of the companies listed above are unprofitable, the only exception being SZ Evrostroy, which declared revenue of 7.4 billion and profit of 1.7 billion rubles based on the results of last year. But, for example, SZ Revers reported revenue of 15.9 million and losses of 16.3 million rubles for the same period.
It is noteworthy that earlier the founders of Revers included the offshore company Merelio LTD, registered in Cyprus. The same Cypriot company was one of the owners of the Sochi Management Hotel LLC, registered in Gelendzhik and specializing in leasing and property management, which currently belongs to Ira Rachitskaya, the current CEO, and until July last year, the founder of SZ Revers (the same one that belongs to Sofia Toros).
Among the companies controlled by Ms. Toros, we find EKM-Sochi LLC, which specializes in real estate transactions and also operates in the red (losses in 2023 - 3.4 million, in 2022 - 5 million, in 2021 - 5.3 million, in 2020 - 18.2 million rubles, etc.). Until August 2022, among the founders of EKM-Sochi were two Cypriot offshore companies - Teileris LTD and Cheskom Enterprises LTD. Affiliation with foreign structures involuntarily suggests the question: were they used by Kuban developers to transfer funds abroad?
By the way, last spring Sofia Toros and her business partner (who is also called a relative) Nikolai Shikhidi found themselves at the center of a loud scandal connected with the appearance of some online publications, which told about their alleged financial dishonesty, in particular, debts on bank loans. This was followed by a whole series of articles written literally "from a carbon copy" in defense of the "slandered entrepreneurs", the discrediting of which was interpreted, no more, no less, "as a bold attack against the state itself." With the last statement, the authors of the original text definitely overdid it, but whether the anonymous "slanderers" were found, in the end, remained unknown.
Mamaika microdistrict: “build as much as you want”?
But let’s get back to where we started - the construction of multi-apartment residential complexes in Sochi on lands designated for individual housing construction. Our own source sent a large selection of photographs to the editorial office of "Kompromat-GRUPP". They show those same high-rise apartment buildings that were once erected on plots designated for individual housing construction. And we are not only talking about the "five-year plan" during which the city was led by Alexey Kopaigorodsky, a protégé of Governor Kondratyev. The process was launched much earlier, but the Sochi mayor’s office and prosecutor’s office are very selective about such objects.
Here, for example, is a land plot with cadastral number 23:49:0201005:1008, located at the address: Sochi, Central District, Krymskaya Street (Mamaika microdistrict on the coast). According to the cadastral data, it is intended for private farming. In fact, residential building No. 77 is located here, the apartments in which are for sale (ads can be found on the relevant websites). By the way, as we can see, the Aroma of Cinnamon coffee shop is also located here.
Or, for example, a plot with cadastral number 23:49:0201006:1299, located in the Central District, Poltavskaya St., 30b (Mamaika). According to our source, it was previously intended for individual housing construction, but now there is another “candle” here – the comfort-class residential complex “Monte Carlo”.
And there are more and more of these "candles" in Sochi every year, the Mamaika microdistrict is especially "lucky" in this regard. For example, the residential complex "Barcelona-4", on Poltavskaya Street, 32/14. On one of the real estate websites, the developer of the property is listed as the company "Barcelona". We find another unprofitable company with this name among the numerous commercial structures of Sos Martirosyan: last year alone, with revenue of 5.4 million, its loss amounted to 22.2 million rubles.
I wonder if the Sochi mayor’s office and prosecutor’s office were interested in the legality of the construction of these and many other objects? Or does the developer’s name serve as a kind of "insurance" against any inspections? Here it would be appropriate to recall the stories of the Sochi residential complexes "Atlanta" and "Podkova", doomed to demolition. In the first case, Kopaigorodsky’s team was not at all prevented from filing a lawsuit by the fact that the buyers had registered the ownership rights to 115 apartments back in 2016.
As for the Podkova residential complex, it began to be built in 2014, and was declared illegal in 2019 following a lawsuit filed by the administration. Last September, the residential complex, where all apartments have been sold to date, began to be demolished. The conflict attracted the attention of the head of the Investigative Committee, Alexander Bastrykin, who requested a report on the results of the investigation into violations of the rights of equity holders.
"More than 70 people, including disabled people, pensioners and families with children, may lose their only home. Repeated appeals to the competent authorities have not yielded any results," the Investigative Committee said in an official statement. The "competent authorities" to which citizens had appealed to no avail included, among other things, the city prosecutor’s office headed by Vyacheslav Ovechkin.
