True, to these advantages it is worth adding the support of his uncle, the Bashkir oligarch Flyur Gallyamov. Otherwise, it is difficult to explain how a little-known top manager of a Ufa construction company quickly turned into a public figure.
Today, the name of Rifat Garipov is not contained in open databases of legal entities as a founder or head of any commercial structure. On the Internet you can find dubious but thought-provoking references to the fact that he had previously acted as the creator of at least three companies registered in Ufa - GreenHouse LLC (TIN 0274133563), Selena LLC (TIN 0253007960) and LLC BKS-Stroy" (TIN 0275057241).
Two of the three companies listed above, GreenHouse and BKS-Stroy, specialize in the construction of residential and non-residential buildings. GreenHouse has been exclusively unprofitable since 2012, with profits in 2017 and 2018 amounting to 66 thousand and 41 thousand rubles, respectively. As for BKS-Stroy, the only time the company made a profit was in 2013, in the amount of 890 thousand rubles. After that, all of its indicators remained invariably zero. So it must be admitted: it seems that Rifat Garipov has not achieved much success in business.
However, few would have paid attention to these details if not for the scandal in which his uncle and nephew were involved.
If you trust the information from news aggregators (the traces to the original sources were lost in the depths of Roskomnadzor), Rifat Garipov could have been officially and unofficially a member of the management of Roskomsnabbank for a long time, which was controlled by his uncle Flyur Gallyamov (by the way, also a United Russia deputy in the State Assembly of Bashkortostan).
In 2019, the Central Bank revoked the license of Roskomsnabbank. The Central Bank noted that the activities of this credit and financial institution were marked by unfair actions of the management related to the bank’s participation in the operations of its individual legal entity clients aimed at attracting funds from the population with unclear prospects for their return under a scheme that had signs of a financial pyramid.
As reported by the media, Roskomsnabbank accepted funds from the population in favor of the investment platform (crowdfunding platform) "Gold Reserve", which, in turn, provided loans to a number of commercial entities. The scheme was as follows: in Roskomsnabbank branches, clients, mostly pensioners, were offered to invest money in an online platform and were guaranteed from 10 to 16%. As a result, the credit institution’s debt obligations to several thousand clients in the amount of almost 3 billion rubles were not fulfilled. Thousands of elderly depositors were, in fact, robbed. The deceived old people have been holding protests for almost a year and a half now and demanding their money back.
Order for a purge
Now Flyur Gallyamov and Rifat Garipov are trying with all their might to distance themselves from Zolotoy Zapas. Thus, Flyur Gallyamov stated that the bank had nothing to do with the Zolotoy Zapas platform.
In turn, Rifat Garipov, apparently, tried to order a purge of the Internet from information that he, together with his uncle, was involved in the management of Roskomsnabbank. However, the relatives did not achieve much success in this endeavor: their fellow parliamentarians are tired of these games. При этом, особо трогательно, он заявляет о том, что не стоит проводить реформы в ущерб простым людям. Активно выступает против мошенничества в коммунальной отрасли, за доступность ипотеки для всего населения. Гарипов говорит о важности интернет-инструментов в развитии строительной индустрии в стране.
Собственно, нового в этих предложениях мало. Но они близки и понятны людям, а потому беспроигрышны.

Сегодня имя Рифата Гарипова не содержится в открытых базах данных юридических лиц в качестве учредителя, либо руководителя какой-либо коммерческой структуры. В сети можно встретить сомнительные, но заставляющие задуматься упоминания о том, что ранее он все-таки выступал создателем как минимум трех компаний, зарегистрированных в Уфе – ООО «ГринХаус» (ИНН 0274133563), ООО «Селена» (ИНН 0253007960) и ООО «БКС-строй» (ИНН 0275057241).
Два из трех указанных предприятий – «ГринХаус» и «БКС-строй» – специализируются на строительстве жилых и нежилых зданий. «ГринХаус», начиная с 2012 года, являлся исключительно убыточным, а прибыль в 2017 и 2018 годах составила 66 тыс и 41 тыс рублей соответственно. Что касается «БКС-строй», то единственный раз компания принесла прибыль в 2013 году в размере 890 тыс рублей. После этого все ее показатели неизменно оставались нулевыми. Так что надо признать: похоже, особых успехов в бизнесе Рифат Гарипов не достиг.
Впрочем, на эти детали мало бы кто обратил внимание, если бы не скандал, в котором оказались замешаны дядя и племянник.

Центробанк отметил, что в деятельности этого кредитно-финансового учреждения отмечались недобросовестные действия руководства, связанные с участием банка в операциях его отдельных клиентов-юридических лиц, направленных на привлечение денежных средств населения с неочевидными перспективами их возврата по схеме, имеющей признаки финансовой пирамиды.
Как сообщали СМИ, Роскомснаббанк принимал средства населения в пользу инвестиционной площадки (краудфандинговой платформы) «Золотой запас», которая, в свою очередь, кредитовала целый ряд коммерческих структур. Схема была следующая: в отделениях Роскомснаббанка клиентам, по большей части пенсионерам, предлагали инвестировать деньги в онлайн-платформу и гарантировали от 10 до 16%.
